The Committee of Council on Education awarded annual grants for the training and support of pupil teachers and stipendiary monitors in schools in England, Wales, Scotland, the Isle of Man and the Channel Islands. Pupil teachers started training between the ages of 13 and 15, and 'must not be subject to any bodily infirmity likely to impair their usefulness as Pupil Teachers, such as scrofula, fits, asthma, deafness, great imperfections in the sight or voice, the loss of an eye from constitutional disease, or the loss of an arm or leg, or the permanent disability of either arm or leg, curvature of the spine, or a hereditary tendency to insanity'.
They also had to obtain certificates from the managers of the school (and their clergyman, in the case of Church of England schools) as to their moral character and that of their family; good conduct; punctuality, diligence, obedience, and attention to duty; and attentiveness to their religious duties.
This detailed statement in the annual report of the committee for the year ending 31 October 1851 lists schools by county, giving:
1. Name and Denomination of School, with these abbreviations - B, British and Foreign School Society; F. C., Free Church of Scotland; H. C., Home and Colonial School Society; N., National Society, or connected with the Church of England; R. C., Roman Catholic Poor-School Committee; Wesn., Wesleyan Methodist.
2. Annual grants conditionally awarded by the committee in augmentation of teachers' salaries, and in stipends to apprentices, and gratuities to teachers.
3. Month in which annual examination was to be held.

| Masters and Mates of Merchantmen: Certificates of Competency

The Mercantile Navy List and Annual Appendage to the Commercial Code of Signals for All Nations, edited by J. H. Brown, was published By Authority in 1857. It includes this full list of 'Masters and Mates who have passed their examination and obtained Certificates of Competency', from number 1 to number 15816, except for those whose certificates had been cancelled. The first column gives the number of certificate; the second column full name, surname first (an asterisk before the name denotes those who are found qualified to act in fore and aft-rigged vessels only; two vertical lines denotes in North Wales fishery only; a double dagger, passed the examination in steam; and a dagger refers to honorary testimonials, details of which are printed at the end of the section. A B C D are the distinguishing letters for the four classes of Meteorological Observers); third column, class examined (1 ex, 1, 2 and 3 denote First Extra, First, Second and Third Class Master's Certificate, granted under the Voluntary Examination, by Order in Council dated August 1845; Ex C, Master Extra; O C, Master Ordinary; 1 M, First Mate; O M, Only Mate; 2 M, Second Mate; L. R. N., Lieutenant Royal Navy; M. R. N., Master Royal Navy; E. I. C., East India Company; M. I. The poll for two knights of the shire to represent the Eastern Division of the county of Kent in parliament was taken 18 July 1865, the candidates being Sir Edward Cholmeley Dering, bart., (D), Sir Brook William Bridges, bart., (B), and Sir Norton Joseph Knatchbull, bart., (K). This poll book lists all registered electors, whether they voted or not, by electoral district (Ashford, Canterbury, Dover, Faversham, Hythe, Margate, Ramsgate, Romney, Sandwich, Sheerness, Sittingbourne, Whitstable and Wingham) and then by township or parish within which lay the property whereby the electors had qualified. The lefthand column gives sequential number in the whole volume; then follows the elector's full name, surname first, and his address (often elsewhere); and on the righthand side for whom he voted. When the elector was qualified in duplicate the vote is recorded opposite to the number upon which he claimed to vote at the polling booth, and wherever his name occurs elsewhere a reference is made, immediately after the address, to the number where his vote is recorded, with the initials of the candidates for whom he voted. Duplicate voters who were dead at the time of the election, or did not vote, are printed in italics to signify that they did not vote, or are stated to be dead once only; and wherever the names of such electors occur elsewhere references are made to the numbers where alone they are reckoned in the abstract of the poll as dead or not voting. Whenever a number only, without any other reference, follows the address, it denotes that at the number referred to, the elector is entered as not voting. PADGHAM. The Wesleyan Methodist church in England and Ireland held annual conferences, abbreviated minutes of which were printed in the Wesleyan Methodist Magazine of September and October each year. These minutes include a complete list of the stations of the ministers for the coming year, with the names of the preachers 'on trial' and supernumeraries, arranged by district. A poll for the election of two knights of the shire to represent South Warwickshire was held 24 November 1868: the candidates were Lord Hyde (H.), Sir R. N. C. Hamilton (H.), H. C. Wise, Esq. (W.) and John Hardy, Esq. (H.). This poll book lists all those electors who voted; the county franchise included not only male freeholders of 40s a year, but also £10 copyholders and long-leaseholders, and £50 short-leaseholders and tenants. In addition, where no vote was cast the elector's number and name are given, the name in italics. The names are arranged by polling district and then by parish or township. Freeholders holding requisite property in a district are listed there, but might well reside elsewhere. The right-hand column indicates how each man voted. PADGHAM. Volume 76 of The Law Times, 'The Journal of The Law and The Lawyers', a weekly publication, runs from 3 November 1883 to 26 April 1884. Much of the journal is taken up with law reports, leading articles, &c., and the 'Solicitors' Department' contains several regular features of great interest. Lists of bankrupts, liquidations by arrangement, dividends and orders of discharge extracted from the London Gazette were published each week, and these have been indexed both for the principals and their solicitors.PADGHAM.
