White Poor in Antigua
(1821-1826) The vestries of the parishes of Antigua raised a tax every year, under an Act of the island, for the maintenance of ministers and the poor; there were no poor rates. A tax was also assessed on merchandizes imported and sold within the island, the property of non-resident traders, in relief of the burdens of the parishes. The maintenance of the poor was weekly distributed to them; there were no free coloured or black paupers provided for by the parishes. The free coloured or free black were not taxed for the support of the poor; slaves were supported by their owners. This return of the white poor supported by the parishes was made to the Colonial Department: it gives full name, age, residence, and amounts disbursed, year by year. | Sample scan, click to enlarge
